    image Building clean new cars doesn't help the environment unless we also can get dirty, old cars off the road, so we need to do both.
    The average age of a car in the U.S. fleet has hit a record high of nearly 11 years.
    Many cars are much older. I'm not talking about the carefully maintained classic.
    I mean the sagging jalopy that spews out so much acrid and smoky exhaust at a red light that you need to recirculate the air inside your car if you have the misfortune of following it.
